SAMANTHA L. GIBLIN is an associate with Semeraro & Fahrney and a member of the firm’s Land
Use Practice Group. Her practice is focused on land use, zoning, redevelopment, and related
regulatory matters, and she brings to the firm a strong academic foundation together with
substantive experience in environmental and government-related legal work.
Samantha holds a Juris Doctorate from Washington University School of Law, where she served
as a staff editor for the Washington University Journal of Law & Policy. During law school, she
developed practical legal experience through her work with the Interdisciplinary Environmental
Clinic. She further expanded her experience through an externship with the United States
Department of Energy, Office of General Counsel for Environment, where she worked on
complex land use, environmental, and regulatory issues with a variety of state and federal actors.
While in law school, Samantha also gained additional experience through positions with the
Missouri Attorney General’s Office, the Missouri Department of Natural Resources, and The
Wilderness Society. These roles provided her with meaningful exposure to public sector practice,
environmental policy, and administrative and regulatory matters.
Samantha graduated magna cum laude with Honors from Southeast Missouri State University,
where she earned a bachelor’s degree in Political Science with a minor in Anthropology. Her
undergraduate studies provided a strong interdisciplinary foundation that continues to inform her
thoughtful and well-rounded approach to legal analysis and advocacy.
